At the beginning of September, Sibirtelecom starts a pilot project named the Quality Evaluation. It is aimed at analyzing of subscriber servicing system in service centres of the Company and developing an effective model of interaction between a specialist and a customer at the stage of sale of telecommunication services.

From the results of August 2009, on-line payments for the Sibirtelecom communication payments amounted to over 500 mln rubles. Last year the Company subscribers effected about 1.5 mln on-line real time payment transactions.

Sibirtelecom mounted 234 universal paystations in rural areas Altai Krai. The satellite paystation installed on August 31 in Andreevskoye settlement of Zmeinogorsky district was the last one under the Universal Service-3 project.

On the Day of Knowledge, September 1, 2009, the schoolchildren from 11 Siberian regions were on an excursion organized by Sibirtelecom. The children from schools and kindergartens visited modern telephone exchanges and learnt about the operation of the Company’s call-centre in every region of the Company presence.

By the beginning of the school year Sibirtelecom had provided 100% technical readiness for the access to the world’s network to 7,054 schools in Siberia as part of the Education priority national project.

On September 1, Sibirtelecom put into operation the Bratsk - Ust-Ilimsk fiber-optic communication link. The new data link, about 300 km-long, was constructed for 3 years. The total amount of investments in this project for this period exceeded 93 mln rubles.

On August 24 the number of subscribers of the TVist packet mode service launched by Sibirtelecom on October 1, 2008 exceeded 6 thousand users. Using this service, those who live in Novosibirsk and in the region can watch digital multichannel TV, use high-speed Interness access and various services.

The coverage of Ulan-Ude mobile network has expanded for 36 more settlements in the Republic of Buryatia. Simultaneously, the company upgraded the network, which made it possible to improve the communication quality in 7 regions of the republic.

In August Sibirtelecom completed a project of transfer of some directory inquiries 061, 062 and 069 to the automated mode in Tomsk Region.

On August 19, 2009 the results of an open tender for the right to make a contract of opening a credit line with the limit of 1 billiard rubles were summarized.

On August 17 Sibirtelecom connected the 40 thousandth subscriber to Webstream in Tomsk Region. This service is confidently working up the market and approval of users that want to get prompt access to Internet and information.

On August 17 Sibirtelecom completed construction of a fiber-optic link for penitentiaries in Novosibirsk. The link is being prepared for commissioning.

Sibirtelecom OJSC organized access to Internet in 47 branches of Treasury all over Krasnoyarsk Krai.

On August 13, 2009 Sibirtelecom OJSC fulfilled its obligations of paying the 2nd coupon on the bonds of series 08.

On August 13, 2009 Sibirtelecom fulfilled its obligation of payment of the 2nd coupon of bonds, series 8.

Sibirtelecom expands the licensed zone of its presence in the Siberian Federal District and starts providing telecommunication services in the Republic of Tyva.

On August 1, Sibirtelecom Company connected to Internet the central information node of Novosibirsk State Technical University. Sibirtelecom was selected a provider of telecommunication services based on the results of inquiry for rates of conclusion of a state contract for providing a channel for Internet access.

In July 2009 Sibirtelecom started to transfer stations serving universal paystations to own Central terrestrial station of VSAT network or the so-called hub. In the near future the Company plans to stop leasing satellite channels for providing universal services in the Siberian region and further also for satellite Internet services rendered for rural schools.

July, 31, 2009 Standard & Poor's Governance Services said today that it affirmed its corporate governance scores (CGS) of 'CGS-5+' global scale and 'CGS-5.3' Russia national scale on Sibirtelecom OJSC.

On August 10, Sibirtelecom Company made equal the cost per one minute of local telephone connection in the day and night time for subscribers using pay by the minute tariff plan.
