More than 500 citizens of Irkutsk became subscribers of the TVist service which was put into operation in the region on February 01, 2009. “TVist” is a brand new package of services, offering subscribers broadband access to Internet and Interactive digital TV based on IPTV technology.

On April 23 Sibirtelecom and NVision Group announce completion of test operation of the communications centre with the use of NGN technologies in rural areas of Siberian Federal District. Realization of the project will make it possible to provide telephony services, services of data transfer and of a big range of additional services to people that live in rural districts.

On the 21st of April Sibirtelecom on the territory of the Republic of Khakassia starts providing services of 3G mobile communication on the basis of CDMA technology under the WELLCOM trademark. The distinguishing characteristic of WELLCOM mobile communication is an opportunity to get quick access to Internet with the help of a mobile phone connected to a computer or a laptop.

On March 20 Sibirtelecom started test operation of a single Call-centre (centre for call processing) that allowed subscribers to get reference information about services of the Company using telephone numbers common for the whole territory of Siberia.

Sibirtelecom became the winner of competitions for providing Internet access services for educational institutions of the republics of Buryatia and Khakassia. The Company will provide Internet access to 364 schools located in urban and rural area: 311 – in Buryatia and 53 – in Khakassia.

“Baikalwestcom” CJSC, a 100% affiliated company of “Sibirtelecom” OJSC obtained the first tranche to the amount of USD 4,3 mln. from Irkutsk VTB bank branch within the bounds of Individual Loan Agreement signed between VTB Bank and Eximbank of China to the amount exceeding USD 18.5 mln.

March 26, 2009 Fitch Ratings affirmed Sibirtelecom's (Sibir) Long-term Issuer Default rating (IDR) at 'B ' and Short-term IDR at 'B'. The Outlook on the Long-term IDR is Stable.

Roscomnadzor directorate checked observance of license terms and statutory requirements in the field of communications by “Sibirtelecom” company in Tomsk and Omsk regions. No violations were revealed according to the analysis of compliance with quality standards.

On March 25, 2009 Sibirtelecom OJSC completed transfer of 36,000 subscribers in Krasnoyarsk to modern digital ASCs. During a large-scale period of digitalization, company’s specialists replaced analog stations of coordinate type with modern digital equipment; in addition, large-scale reconstruction of linear-cable network was carried out.
