Our History

The history of JSC «Sibirtelecom» started in 1919 when Siberian Management of Post and Telegraph Offices “Sibpochtel” as the department of Siberian Revolutionary Committee (Sibrevcom) was established. The name of the company “Sibpochtel” sounded very unusual but it was rather typical for that historical period of time. The newly founded Management was in charge to provide water transport means and outskirts of Siberia, Sovnarkhoz’s provision centers (regional centers of Council of National Economy) and medical institutions with postal and telegraphic communication.

80 years passed. At the time the tasks and functions of telecommunication management were constantly developing in both quantity and quality. Presently JSC «Sibirtelecom» is a major telecommunication operator in the Siberian region, which proceeds amounts to 1730 million roubles p.a.; it is the company with the distributed network of branches and the most recent high technologies. 

The communication in Siberia started with post service. In the end of XVII century the first mention of the post communication between Moscow and towns in Siberia had been made. From mid-XIX century post and telegraphic offices had been started to be founded on the territory of the present Novosibirsk region. Being so simple communication centers if compared to today’s ones, still they were operating very active at the times when Novosibirsk city and even Novonikolaevsk settlement had not been founded yet.

Civil war and economic collapse caused the decay of the communication service. On June 13, 1921 the Novonikolaevst Province with the capital in Novonikolaevsk was founded. Three months later the department of the People’s communication of Province Executive Committee was established, this department involved the corresponding institutions of Tomsk and Altai provinces.

Novonikolaevsk provincial communication department existed for one year. Following one of the reorganizations occurred currently that times, Mid-Siberian Telecommunication District with the capital in Novonikolaevsk was established. The division included communication institutions of Novonikolaevsk, Tomsk and Altay provinces.

However the new system where the provincial centers had been placed under control of the Division made their interaction too complicated so the interim part of the chain had to be established. It was Novonikolaevsk Provincial Communication Bureau (later it was renamed to Novonikolaevsk District Communication Bureau).

Since October 1, 1925 the communication management system in Siberia was changed in accordance with the regulations of the central authorities. Mid-Siberian District was renamed to Siberian Communication District. District communication centers replaced the regional ones, later their scopes of rights and responsibilities were enlarged.

The center to manage communication in Siberia was located in Novonikolaevsk-Novosibirsk, so our staff was entrusted with special duties that were successfully performed.

On May 25, 1925 in accordance with the Order of All-Union Central Executive Committee the Siberian Region was established. On July 30, 1930 the East-Siberian Region was established in the territory of Siberia, thereafter the Siberian Region was renamed to the West-Siberia Region. On September 28,  1937 the West Siberian Region was divided into the Novosibirsk Region and Altay territory. In accordance with the “Provision On the Regional Management Of Communication” of Dec.31, 1939 Novosibirsk Regional Communication Management Center controlled all types of public communication services (post, tepegraph, telephone, radio), radio installation, press distribution and delivery, construction and maintenance of all communication and radio broadcasting facilities. Further territorial changes were of minor importance, they referred to the quantity of the regions under control only.

In 1994 the company was renamed to «Electrosvyaz» and in December 2001 its name was altered to  «Sibirtelecom».
